An Anti-Ragging Committee is a mandatory statutory body established in every college and university in India to prevent, prohibit, and eliminate the menace of ragging.
These committees operate under the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions (2009) and various state laws.
Core Responsibilities:
- Monitoring & Compliance: Ensuring the institution complies with all anti-ragging laws and regulations.
- Enquiry & Action: Investigating complaints of ragging and recommending or imposing punishments on guilty students.
- Awareness Programs: Conducting workshops, seminars, and orientation sessions to educate students about the harmful effects of ragging and its legal consequences.
- Oversight: Supervising the Anti-Ragging Squad, which conducts surprise raids in hostels, canteens, and other “hot spots” where ragging is likely to occur.
Composition of the Committee:
According to UGC guidelines, the committee must be headed by the Head of the Institution (Principal/Director) and include representatives from:
- Faculty members and non-teaching staff.
- Parents and students (both freshers and seniors).
- Local civil administration and police.
- Local media and non-governmental organisations (NGOs).

- Criminal prosecution and filing of an FIR with local police.
